Hi, Gary. Apart from getting on the Council Waiting List, you would be well advised to start your own allotment as this may be quicker. I'm aware of a small site that has been on the go for less than 2 years at Greendykes Road. There's information on the Greenspace Scotland website about it (I think). Or just get round there and see how they started it. I believe it was those in the Consierge Service of the block that initiated it.
Also, you could tap a charity for funding if you're serious and can face the prospect of months of form-filling. Try the Climate Challenge Fund. It's been claimed (and I believe it) that each allotment site can save half a tonne of Carbon Dioxide emissions each year due to reduced carbon footprint if you grow your own rather than going to the supermarket. As good a reason for chucking money at you as I can think of. Good luck.
